To create pathways for new officials under experienced mentorship
To support existing referees, by offering a venue with tatami, video and educational design services, and practice opportunities, for a grassroots effort
To promote consistency, safety, and sustainability across all judo organizations
To produce a pool of 50 certified referees in 2026
Grassroots Referee Development Initiative
JTUC-Hawaii’s mission is to support the proliferation of judo across the islands by strengthening the systems that sustain it. One of the greatest needs seen is referee development—not to replace or compete with existing officials, but to support them by expanding the pool, reducing burnout, and preparing the next generation to step forward with confidence.
